This rocky peak, known as Hodaraku-iwa, is said to resemble a standing Kannon Bodhisattva. At its base lies Kyūfuku-ji Temple, founded by Warabino Sugurimiya-mori, the chief official of the Shimogo district. Believed to have been established during the Nara period (710–794), the temple enshrines a seated statue of Dainichi Nyorai. The Kannon Hall was completely destroyed in 1926 by a fire caused by smoke from the Yabakei Railway, and was later rebuilt. Inside, the ceiling is adorned with vivid paintings, and the name of Yoshitane Hirata, an important figure from the local Hirata village community, is recorded within.
